Democracy is strengthened through informed, lawful exercise of rights to participate in public affairs and decision-making. This requires sharing of information, debate and dissent. Globally, rights to dissent are increasingly restricted, misrepresented, and criminalized by state parties seeking to impose repressive measures while avoiding democratic remedies and accountability.
